The Biden administration has expressed concern over these interactions, particularly given the traditional practice of presidential candidates engaging with lower-level officials rather than heads of state. A close associate of President Biden voiced his discontent to NBC News, stating, "On the official side, it might be helpful," referring to Trump's discussions with European allies who supported the Ukraine aid bill passed last month. However, the associate added, "On the political side, it’s annoying to see it happen because [Trump] tries to capitalize."

In contrast, Trump's allies view these meetings as a strategic advantage, bolstering his credibility ahead of a potential election victory. "At some level,” a Trump staffer remarked, “they believe [Trump] can win — will win.”
Brian Hughes, a spokesperson for the Trump campaign, suggested that these meetings offer world leaders an opportunity to compare Trump and Biden. Hughes stated, “Foreign leaders and others are paying attention to this election for a number of reasons,” adding, “One is primarily that our president on the world stage has been diminished."
