The comments were made during a live speech at a campaign fundraiser in Washington, where Biden attributed the strength of the U.S. economy to its welcoming stance towards immigrants.
Biden, who has been described by special counsel Robert Hur as "an elderly man with a poor memory," drew comparisons between the U.S., its ally Japan, and adversaries China and Russia. "Think about it," Biden urged, questioning why these nations' economies were allegedly struggling. "Why is China stalling so bad economically? Why is Japan having trouble? Why is Russia?"

Japan has been a longstanding ally of the U.S., serving as a counterbalance to China's increasing aggression in the Asia-Pacific region. Biden has recently been working to strengthen ties with Japan, hosting Prime Minister Fumio Kishida for a summit and state dinner in April.

When asked by a reporter whether Biden's description of Japan as "xenophobic" was intentional and whether the president intended to apologize, Jean-Pierre responded by emphasizing the broader point Biden was trying to make. "The broader case that he was trying to make," Jean-Pierre explained, "which I think most — most leaders and allies across the globe understand, is he’s — he was trying — he was saying that when it comes to — when it comes to — when it comes to who we are as a nation, we are a nation of — of immigrants. That is in our DNA."
Despite the reporter's question, Jean-Pierre continued to sidestep the issue of an apology. She reiterated the administration's belief that mass migration strengthens the United States. However, evidence suggests that pro-migration policies may harm American workers. As Neil Munro of Breitbart News wrote, "This colonialism-like policy extracts vast amounts of human resources from needy countries, reduces beneficial trade, and uses the imported workers, renters, and consumers to grow Wall Street and urban economies, such as New York."

Munro further argued that the influx of migrants has suppressed American wages, inflated rents and housing prices, and displaced native-born Americans from various business sectors. This policy has also contributed to the rising death rate among impoverished Americans. Moreover, it has drained jobs and wealth from heartland states, benefiting coastal investors with a surge of low-wage workers, high-occupancy renters, and government-assisted consumers.
The population influx also diminishes the political influence of native-born Americans, as the population replacement allows elites to distance themselves from the needs and interests of ordinary Americans.
