Is Biden's White House Funding Palestinian Security Forces?

The Palestinian Security Forces (PASF), established in 1993 by the United States, the United Nations, and Russia, have been intermittently funded and trained by the U.S.

The Biden administration now seeks to bolster the PASF via the U.S. State Department, with the purported aim of promoting regional stability through coordination with the Israel Defense Force (IDF). There are also talks of deploying the PASF in Gaza to maintain order.

However, the idea of supplying arms, funds, and training to the same authority that gave rise to Hamas and the Palestine Liberation Organization (PLO) raises serious concerns.

The PASF, also known as the Palestinian National Security Forces (PNSF), was formed following the establishment of the Palestinian Authority (PA) through the Oslo Accords in 1993. The PASF originated from the bodyguards and security personnel of the PLO. Under Yasser Arafat's leadership, the PASF evolved into a larger, more formidable force.

Following Arafat's death in 2004, plans were set in motion to rebuild the PASF. In 2005, with backing from the U.S., EU, UN, and Russia, Secretary of State Condoleezza Rice announced the creation of the United States Security Coordinator (USSC) office for Israel and the Palestinian Authority. The objective was to restructure the PASF into a multi-branch force as part of President George W. Bush’s Road Map to Peace.

The PASF comprises four branches: the Presidential Guard (PG), responsible for protecting the Palestinian president; the National Security Force (NSF), which ensures area security and assists the Palestinian Civil Police; the Palestinian Civil Police (PCP); and the Civil Defense (CD) directorate, in charge of basic firefighting and emergency response across the West Bank. The majority of these forces were trained by the Americans, with the PG being the only one extensively trained by the USSC.

However, after Hamas' victory in the 2006 elections in Gaza, the continued U.S. funding and training of the troops became increasingly problematic. The situation worsened in 2007 when tensions between Hamas and Fatah, another significant Palestinian political party, escalated into violence, resulting in a series of clashes between Hamas and Fatah forces in the Gaza Strip. Hamas emerged victorious, effectively seizing control of the Gaza Strip and expelling Fatah forces loyal to the Palestinian Authority led by President Mahmoud Abbas. This event, often referred to as the “Hamas takeover of Gaza” or the “Gaza coup,” resulted in a split in Palestinian governance, with Hamas controlling the Gaza Strip while Fatah maintained control over the West Bank.

The Hamas/PLO split complicates cooperation between Gaza and the West Bank, raising questions about how the U.S. would train the security forces of both entities and who those entities would obey. Currently, the PASF exists and has troops in the West Bank, but they are being expelled from some towns by armed groups, and they have not received their salary in months, despite regular U.S. aid.

It is worth questioning why the White House is even attempting this. Both Hamas and the PLO have been labeled terrorist organizations.

Under international and U.S. law, it is illegal to provide funding, training, and weapons to terrorists.

Adding to the concerns, Israeli intelligence has found that Palestinian Authority security personnel have been involved in terror attacks. According to a report from the Israeli NGO Regavim, 46 members of the Palestinian Authority Security Forces (PASF) lost their lives while engaging in terrorist activities aimed at or attempting to target numerous innocent Israelis.

Additionally, 25 individuals were apprehended, and at least seven were injured. These findings suggest systematic wrongdoing within the PA’s ranks. The report further alleges that the Palestinian Authority not only fails to condemn terrorism perpetrated by security force members but also celebrates them and provides financial assistance to the terrorists and their families.
