In a move that has sparked controversy, the City of College Park, Maryland, has appointed a "Racial Equity Officer" who has previously expressed support for revolutionary action against the United States.

Kayla Aliese Carter, the newly appointed officer, has made public statements advocating for "Black liberation" through revolutionary means and has even hinted at planning for life "after we burn it all down."

Carter was appointed to this position by Mayor Fazlul Kabir in 2022. Her role involves leading a team responsible for implementing a "racial equity" agenda across all city departments, influencing policies, practices, programs, and budgets.

Her appointment came after Mayor Kabir enacted "Resolution 20-R-16," a law that denounced systemic racism, declared support for Black lives, and called for the explicit and ongoing confrontation of racism. This law was passed in the wake of George Floyd's death in 2020. As part of the law's mandate, Carter is currently conducting a systemic review of "all current policies and programs" to identify any evidence of bias or "disparate impact… for Black people."

Carter's public statements reveal her belief that it is insufficient to merely be non-racist; one must actively work towards being antiracist and strive to "dismantle this s--t." Her posts on social media platforms have included defenses of violence, questioning, "Why do Black people always have to rationalize our violence and anger?"

In a post from February 2021, she reminded her followers that "we are at war against colonialism," and urged them not to forget. Her social media profile header reads, "I can't wait for society to collapse so MY ideology can rise from the ashes!"

In May 2020, she wrote about co-hosting an event with people committed to Black liberation, planning for life "after we burn it all down." Another post from the same month criticizes the shaming of the oppressed for using violence, arguing that the oppressor wants to monopolize violence.

Carter's posts also include racialized comments about her colleagues, using the term "a yT [White]" to refer to them. She has also made posts expressing her discomfort with white children staring at her and equating the police with white supremacists.

For her work in the city government, Carter earns an annual salary of $75,600, slightly above the state's average salary of $69,750. However, her posts suggest a lack of enthusiasm for her role, blaming "capitalism" for forcing her into the workforce. She has expressed a desire to be a "collage artist" or a "lady of leisure."
