Red State Legislation Proposes Mandatory Womb Development Videos In School Sex Education

Several state legislatures are currently contemplating legislation that would mandate the inclusion of a video depicting fetal development in sex education curriculums.

The video, produced by pro-life advocacy group Live Action, is a three-minute animation that follows the growth of a fetus, named Olivia, from conception to full term. The proposed bills in Iowa, Kentucky, Missouri, and West Virginia stipulate the use of a video similar to Live Action's for students ranging from high school to as early as third grade.

The video presents a detailed portrayal of a human egg's fertilization, with the narrator stating, "This is the moment where life begins." It then proceeds to illustrate the developmental stages throughout the trimesters until "Baby Olivia" is fully formed. Live Action's website asserts that the video, which was "reviewed by accredited OBGYNs," "depicts the moment life begins and beyond to show the humanity of the preborn throughout each stage of human development."

In Iowa, the proposed legislation, currently under review by the state's House Education Committee, would require seventh and eighth-grade students to view a video akin to Live Action's. If the bill passes in Kentucky, students in the sixth grade and above would be introduced to the video. In West Virginia, students could potentially be exposed to the videos as early as third grade.

However, the video has drawn criticism from some quarters. Emily Boevers, an OB-GYN and co-founder of Iowans for Health Liberty, has questioned Live Action's portrayal of the fetus at various stages as "playing," "exploring," "sighing," and making "speaking movements," as reported by ABC News. Boevers contends that these descriptions attribute "a level of intention that we just can't say is present."

In April 2023, a similar bill was signed into law by Republican Governor Doug Burgum after the state Senate approved the legislation in a 37-9 vote, according to Live Action. The law mandates that schools incorporate a "human growth and development discussion" that employs an ultrasound video and a "computer-generated rendering or animation" illustrating human development at all stages.

Republican state Senator Janne Myrdal, the author of the bill, argued during a Senate floor debate that "Human development in the womb is obviously a part of science, something we want our children to learn and see… what I would call a divine concept."
