As reported by The Washington Free Beacon, the Biden administration has been criticized for entrusting a sensitive report on China's threat to a group of undergraduate students.

The State Department was mandated by the 2023 National Defense Authorization Act (NDAA) to submit a report to Congress detailing Beijing's attempts to execute censorship and propaganda campaigns within the United States.

The final report, submitted to Congress in January, was authored by six undergraduate students from James Madison University, as revealed by The Washington Free Beacon. The report's content has sparked criticism from Republican Texas Senator Ted Cruz, who expressed his concerns to the Free Beacon. "This report confirms, again, that the Biden administration is simply unserious about confronting the full range of threats posed by the CCP," Cruz said. "No doubt these students are talented, but this report is literally the opposite of adults being back in charge."

The report, penned by the university students, explicitly states that it "does not represent the views of the Executive Branch," as reported by the Free Beacon. The State Department verified the report's authenticity but denied any involvement in its creation or review. "The Department entered into an agreement with James Madison University to write the independent report through the Diplomacy Lab Project, and the Department did not select the specific authors nor exercise editorial authority over the report," the State Department clarified in a statement to the Beacon.

The student authors, all of whom are studying international affairs or political relations, have limited expertise in Chinese affairs, with only one specializing in the subject, according to the Free Beacon. However, the NDAA required the State Department to "enter into an agreement with a qualified research entity that is independent of the Department of State to write a report on censorship and intimidation in the United States."

The report, as per the Free Beacon, examines "how China’s censorship and intimidation of U.S. citizens domestically, and U.S. businesses in China pose a serious threat to the United States," and offers Congress suggestions on how to evaluate and address these threats. The State Department has yet to respond to requests for comment.
