Milwaukee Public Schools have reportedly disseminated a memorandum to its staff, urging them to "decenter whiteness" within the educational environment.

The memo, which was released in July 2023, was part of the district's initiative to establish "Best practices addressing discipline disproportionality through a positive educational community."

The memo, titled 'Educational Community and District Climate,' outlines four strategies that schools are encouraged to implement. The document was brought to light by the Young America's Foundation on Friday.

The memo asserts that "whiteness is everywhere around us," and that "educational practices have been rooted in Whiteness and coming from a lens of Whiteness for years." It encourages educators to scrutinize the elements of whiteness in education, identify their participation in these elements, and determine how they can work towards dismantling them.

The memo refers to a list created by Showing up for Racial Justice, which outlines elements of whiteness for reflection. It challenges educators to consider how their world view and practices within education are centered in whiteness, and what specific steps can be taken to decenter whiteness in educational practices.

The memo also recommends a video resource titled "Whiteness: WTF?" and other multimedia materials aimed at aiding staff in their understanding of whiteness.

It emphasizes that "achieving equity may require an unequal distribution of resources and services in order to ensure that all children have an equal opportunity to a free and appropriate public education.”

The memo further encourages staff to "create space to have brave conversations about race" and to acknowledge the role of race in society and education. It advises faculty to move beyond the notions of "I treat everyone equally" and "I don’t see race," and includes a section on “anti-racism” with definitions from author and critical race theory advocate Ibram X. Kendi.
