The Democratic Senatorial Campaign Committee (DSCC) is reportedly planning to invest a significant sum in the reelection campaigns of Senators Jon Tester of Montana and Sherrod Brown of Ohio, as the Democratic Party fights to maintain its narrow majority in the upcoming November elections.

The DSCC's financial commitment, which is said to be in the eight-figure range, will be directed towards grassroots efforts in these two traditionally Republican states, both of which strongly favored former President Donald Trump in the 2020 elections. The funds will be utilized for a variety of campaign activities, including field training, volunteer recruitment and organization, data collection, and voter outreach.

In a statement to Politico, Michigan's Senator Gary Peters, who serves as the Chairman of the DSCC, said, "[The DSCC’s] investments in sustained, effective grassroots organizing will lay the groundwork for our campaigns to win tough races."

The Cook Political Report has classified the seats of both Tester and Brown as "Toss Up" for the 2024 elections. This classification also applies to independent Senator Kyrsten Sinema, who aligns with the Democrats. With Democratic Senator Joe Manchin's decision to retire, his seat has been reclassified as "Solid R," indicating that Republicans only need to secure one additional seat in the November elections to gain a majority.

Tester and Brown face a challenging political landscape, with Trump likely to be a significant factor in the upcoming elections alongside President Joe Biden, who is not widely favored in either Montana or Ohio. In the 2020 elections, Trump secured victories in both states, winning by margins of 16 and 8 points in Montana and Ohio, respectively.

The National Republican Senatorial Committee (NRCC), the Republican counterpart to the DSCC, has been actively recruiting candidates in several Republican-leaning and battleground states for the 2024 elections. This includes former Navy SEAL Tim Sheehy for Montana. However, the NRCC has chosen to remain neutral in the Ohio GOP primary, where several high-profile Republicans are competing for the nomination to challenge Brown.

Sheehy may potentially face off against Republican Representative Matt Rosendale of Montana in the primary. Rosendale is reportedly considering a second run against Tester after a narrow loss by 3.5 points in 2018. According to a compilation by FiveThirtyEight, polling data suggests that Tester could be vulnerable against either Republican candidate, with the most recent survey showing Tester leading Sheehy by a mere 4 points.

In Ohio, the GOP primary features Republican businessman Bernie Moreno, state Senator Matt Dolan, and Secretary of State Frank LaRose. Polling data for this race suggests that Brown's vulnerability varies depending on the Republican opponent, with the most recent survey showing Brown leading Moreno by 11 points, LaRose by 5 points, and Dolan by 3 points.
