Silvas, who identifies as a conservative, stated, "This country was built on immigration. I'm fine with that. But not like this. This is ridiculous." He believes that the influx of migrants from Mexico has escalated since the expiration of Title 42 in May. This COVID-era emergency health authority had permitted US officials to reject migrants at the border to prevent the spread of the virus. Since its expiration, the Biden Administration has been grappling with the challenge of halting the entry of massive migrant caravans into the US.

Jerry and Maria Shuster, long-term residents of Jacumba Hot Springs, located about 5 miles east of Silvas' property along the border, echoed his sentiments. They told CNN that their 17-acre property has been transformed into a temporary campsite by migrants from Mexico, who leave behind tents, clothing scraps, and piles of garbage. Jerry Shuster, an immigrant from the former Yugoslavia, lamented that the newcomers had chopped down all his trees and dismantled his fence for firewood. His wife Maria, a native of Mexico, urged the government to curb the surge of illegal immigration, stating, "Stop it because [the migrants are not] helping us; they're destroying us."

The San Diego Border Patrol Sector recorded over 230,000 encounters during the fiscal year ending in September, marking the highest number in over two decades.
