President Joe Biden hosted a meeting with Pacific Islands Forum leaders on Monday for the U.S.-Pacific Islands Forum Summit in the East Room.

During the summit, he announced the establishment of new diplomatic relations with the Cook Islands and Niue, with the aim of countering China's influence in the region.

In his remarks, President Biden displayed some difficulty in delivering his message clearly. However, he expressed his enthusiasm for the new diplomatic relations, humorously stating, "That's why the United States is formally establishing diplomatic relations with the Cook Islands — and the real reason is we're both from Baltimore. That's a long story."

The Secretary of State, Antony Blinken, appeared to have a telling expression on his face during the President's remarks. Despite the slight stumble, President Biden continued to emphasize the importance of the new initiative without explicitly naming it. He mentioned, "We're working with Congress to invest $40 billion in our Pacific Island's Infrastructure Initiative. We call it the P G, P I— anyway, doesn't matter what we call it, but that's what it is."

Secretary Blinken stepped in to assist the President, clarifying the next steps in the conversation. President Biden, seeking guidance, asked, "I think I'm now turning this over to the Cook Islands or am I turning it to you?" Secretary Blinken reassured him, saying, "Mr. President, uhh, Mr. Prime Minister, the floor is yours."

Despite the minor hiccups, the U.S.-Pacific Islands Forum Summit provided an opportunity for President Biden to strengthen diplomatic ties with the Cook Islands and Niue, as well as address the growing influence of China in the region.
