The chairman of the House Foreign Affairs Committee, Republican Rep. Michael McCaul of Texas, has issued a subpoena to the State Department for documents related to the agency's alleged refusal to take a tough stance on China.

The subpoena demands that Secretary of State Antony Blinken provide files that could reveal whether the department avoided imposing sanctions and export controls on Beijing-backed entities in response to the spy balloon incident earlier this year.

In a statement, McCaul expressed his frustration with the State Department's refusal to comply with his committee's request for information, stating, "Given the State Department's continued refusal to comply with my committee's urgent request for crucial information related to China, I am left with no choice but to issue a subpoena."

He emphasized the importance of obtaining these documents to shed light on the department's reported failure to enforce US national security laws against Chinese Communist Party (CCP) companies and human rights abusers, adding, "The department must comply as legally obligated, further obstruction and delay will not be tolerated."

The subpoena requires Blinken to produce the requested material by 10 a.m. on July 17. McCaul initially requested access to the files, known as "competitive actions" calendars, on May 24 following a Reuters report that claimed the department had refrained from taking punitive actions in an effort to improve relations with Beijing.

The spy balloon incident occurred in February when a suspected Chinese spy balloon entered US airspace and remained there for nearly a week, hovering over sensitive military sites. Although military officials quickly identified the balloon, the public was not informed until civilians spotted it over Montana.

This is not the first time McCaul has clashed with the State Department over requests for information. Earlier this year, he issued a subpoena for a dissent cable in which US diplomats at the embassy in Kabul warned of the serious risks of the Afghan government collapsing once American forces withdrew.

The Taliban regained power the following month. After initially resisting sharing the cable, the State Department eventually allowed the full panel to read it in June.

Blinken's visit to China last month, which was originally scheduled for February but postponed due to the spy balloon incident, marked the first time a sitting Secretary of State had visited Beijing in five years.

This visit was followed by Treasury Secretary Janet Yellen's visit to China last week, as part of the Biden administration's efforts to improve relations between the two world powers.
