Senator Lindsey Graham, a Republican from South Carolina, had challenged Russia to present its case before the International Criminal Court (ICC) after the country issued a warrant for his arrest on Monday.

The contract was issued after Graham accused Russia of war crimes in Ukraine and praised U.S. military aid to Ukraine as "the best money we've ever spent" during a filmed meeting with Ukrainian President Volodymyr Zelenskyy. Graham has stated that he will submit to the ICC's jurisdiction if Russia does the same. He considers the warrant a "badge of honor" and has vowed to continue standing with Ukraine until every Russian soldier is expelled from Ukrainian territory.

The U.S. estimates that Russian forces have killed around 42,000 Ukrainian civilians since the invasion began in February 2022. Officials also report that 50,000 Russian troops have been killed, with the number continuing to rise, and 180,000 have been wounded. Ukrainian forces have also suffered greatly, with 20,000 killed in action and 130,000 wounded over the past nearly 15 months.

Graham's dispute with Putin's regime coincided with drone attacks on Moscow and Kyiv. Russia has launched numerous missiles, drones, and bombs against the Ukrainian capital for months, with the majority being shot down. Tuesday's attack on Moscow was the first time the Russian capital had received similar treatment. Moscow residents reported hearing explosions, and the Defense Ministry later confirmed that eight drones had been fired at the city in a "terrorist attack" by the "Kyiv regime." The ministry stated that five drones were shot down, and three systems were jammed, forcing them off course.

Graham's challenge to Russia comes amid rising tensions between the two countries, with the U.S. and its allies accusing Russia of aggression towards Ukraine. The situation has escalated in recent months, with Russia amassing troops and military equipment near the Ukrainian border. The U.S. and its allies have responded by imposing sanctions on Russia and providing military aid to Ukraine.
