The Bureau of Alcohol, Firearms, Tobacco, and Explosives (ATF) wrapped up some new regulations to treat guns with stabilizing features like short-barreled rifles. Those rifles require a federal license due to the National Firearms Act.
This latest regulation is part of the bigger plan that President Biden has for helping to control guns throughout the country. According to Fox News, President Biden announced his more overarching gun control plans in April 2021.
He announced those plans in response to a grocery store shooting in Boulder, Colorado. In that case, a gunman that used a gun with a stabilizing brace killed ten people. Another shooting in Dayton, Ohio, which left nine people dead, involved a gun with a stabilizing brace.

Attorney General Merrick Garland announced the new rule and stated that stabilizing braces were created to allow disabled veterans to still enjoy the hobby of shooting a gun. Garland said:

“Keeping our communities safe from gun violence is among the Department’s highest priorities.”
and
“Almost a century ago, Congress determined that short-barreled rifles must be subject to heightened requirements. Today’s rule clarifies that firearm manufacturers, dealers, and individuals cannot evade these important public safety protections simply by adding accessories to pistols that transform them into short-barreled rifles.”

ATF Director Steven Dettelbach also spoke on this issue and said:
“Certain so-called stabilizing braces are designed to just attach to pistols, essentially converting them into short-barreled rifles to be fired from the shoulder.”

“Therefore, they must be treated the same under the statute.”
People who believe in the Second Amendment and are gun-rights advocates were agitated by the new rules created by the ATF agents. They are agitated by how quickly they are expected to comply with these newly created rules. They have just 120 days to react to the new rules and ensure all their guns comply. Thus, their anger continues to boil over at this point and will continue to do so.

The National Rifle Association put out a simple statement about this saying:
“The Biden administration chose to shred the Constitution today.”
They added the following comment:
“Joe Biden is an enemy of our Second Amendment."
