Castillo attempted to pull off an all too familiar maneuver that has occurred several times in Latin America. He tried to overthrow that established constitutional authority and seize sole power to avoid being removed from office.

“Castillo announced in an address to his nation that he was dissolving the Congress ahead of a potential vote to remove him from office. He was reportedly under investigation for alleged corruption over accusations that he was personally profiting from public works. Castillo denied the allegations and said he would rule by decree until another Congress could be elected and another constitution drawn up.

Boluarte is a lawyer and is the sixth President of Peru in five years. Castillo is a former schoolteacher and union organizer. He rose to power by a presidential vote, promising to rewrite Peru’s constitution and redistribute the nation’s wealth.

According to Fox News, Boluarte quickly assumed the office of the presidency and denounced the actions of her predecessor.
“Her swearing-in capped hours of uncertainty as both the President and Congress appeared to exercise their constitutional powers to do away with each other. She said her first order of business would be to address government corruption.

“’There has been an attempted coup ... that has not found an echo in the institutions, nor in the street,’ Boluarte said. She called for a political truce to install a national unity government.”
Castillo, in the meantime, traveled from the Presidential Palace to a police station where his current status is unknown.
The key to the reason the coup failed is that Peru’s military and police refused to cooperate, as did most of the cabinet ministers, who resigned when Castillo called for a coup.
Peru has been in political turmoil since 2016, with little prospect of the situation abating.
