Local WNBC News 4 reported Friday that they received documents from the Department of Homeland Security that show federal officials have been giving out false paperwork to migrants in Texas bound for New York City. Instead of leading them to proper shelters, the documents often detail sites that don't accommodate families or that are office buildings, leaving the migrants abandoned or stuck on the street.
Josh Goldfein, a lawyer for the Legal Aid Society’s Homeless Rights Project, said, "It’s clear that somebody at the border is giving people information that is not accurate about why they should come to New York, where they should go when they get to New York — that is definitely happening."

New York City Democrat Mayor Eric Adams said on July 21 that he could not handle the recent increase of over 2,800 migrants into NYC's homeless and public welfare programs and that it was a real "burden" to the already "overburdened shelter system."

According to News 4, the NYC shelter system is taxed less from a recent increase of migrants and more because of problems such as understaffing and a recent rise in evictions.
Adams has asked the Biden Administration for help with the increase in illegal immigrants coming to NYC because the federal government is bussing them en masse to the metropolis despite having no ties to the city.

New York City has a "right to shelter" law due to the final judgment in the 2008 case Boston v. City of New York.
No matter the burden, it's NYC law that if someone arrives at a designated city facility seeking shelter, they must be housed by the next morning.

The New York Post mentioned the example of a family from Venezuela who didn't even ask to go to NYC but ended up there through indirect migrant transport. The family's matriarch, 28-year-old Veronica Prada told of how she, her husband, and their two young children "crossed the US-Mexico border into San Antonio, Texas, on July 11."

Border Patrol took them to an immigrant processing facility where they have explained the asylum procedure and offered an appointment with an immigration lawyer all the way up in the Bronx, New York on August 23. After assistance from two Catholic churches, one in San Antonio and then one in Washington, DC where the family was briefly bussed, they eventually landed in Upper Manhattan.
NYC Social Services Commissioner Gary Jenkins has suggested the city set up a "welcome center" for migrants near US Immigration Court in Lower Manhattan or the homeless intake center.
