The president arrived in Lansing and was welcomed by Democratic Rep. Elissa Slotkin, who is confronting a difficult re-election fight next year. Michigan Gov. Gretchen Whitmer and Lt. Gov. Garlin Gilchrist matched with Biden on-site.
Biden attended a branch of the International Union of Operating Engineers in Howell, Michigan, the county seat of Livingston County, which chose former President Donald Trump over Biden by more than 20 points.
More than a thousand pro-Trump protesters went on the streets directly outside the union facility, with protestors holding up signs saying "Trump Wone", "Go Home Sleepy Joe" and "unmask kids" as he made his way from the airport to his event.

"Makes me smile, I get more pumped up," he said of the demonstrators after the event.

Speaking to a small group of union members and lawmakers, Biden pitched his infrastructure plans as non-partisan.

"These bills are not about left versus right or moderate versus progressive or anything that pits Americans against one another," Biden said. "To oppose these investments is to be complicit in America's decline," he said.

Biden backed his "Build Back Better" spending plan in the Tuesday speech, maintaining once again that he is a "capitalist" at heart and that his legislation currently tied up in Congress is fully paid for.

"I'm a capitalist," Biden told a crowd at the International Union of Operating Engineers Local 324 training facility in Howell, Michigan. "I think you should be able to go out and make a million or a billion, but just pay your fair share."

Biden has compared himself to a capitalist a few times in recent weeks as he tries to push back against critics who have likened his multi trillion-dollar spending plan to a socialist agenda.

"I’m not out to punish anyone," the president said in the White House’s East Room last month. "I’m a capitalist. If you can make a million or a billion dollars, that’s great. God bless you. All I’m asking is you pay your fair share. Pay your fair share just like middle-class folks do. But that isn’t happening now."

Republicans, led by Senate Majority Leader Mitch McConnell, have frequently been portraying Democrats and Biden as promoting socialist policies.
Biden added during his Michigan address that the infrastructure and "Build Back Better" bills will be paid for by taxing the rich over the next decade and that "no one making under $400,000 a year will see a penny in their taxes go up."
