USA's 3 Child Policy: Progressive Lawmaker Proposes 'Forced Vasectomies'

A Democrat member of the Pennsylvania state House of Representatives has proposed a bill to demand mandatory vasectomies for men over the age of 40, or who have already fathered three children, "whichever comes first."

The bill would also allow women to take "civil action" against those who "wrongfully conceive" with them. The bill would "codify 'wrongful conception' to include when a person has demonstrated negligence toward preventing conception during intercourse."

Democrat Rep. Chris Rabb, who represents Pennsylvania's 200th legislative district in northwest Philadelphia, has said that his presentation of the law is to "codify the definition of wrongful conception to include when a person has demonstrated negligence toward preventing conception during intercourse."

The extent bill stresses that "For far too long, the public debate around abortion, contraception and related reproductive matters has thrust government into the center of restrictions on the bodily autonomy of women and girls."

Rabb wants to promote "meaningful dialogue around public policy focusing on the personal responsibility of cisgender men in this sphere" by concentrating on "their responsibility as inseminators to change their behaviors for the good of their partners, families, and society at large."

Rabb's bill claims that his proposal to force men to get vasectomies is an attempt "to improve public health outcomes and release sweet justice into our households and bedrooms." As such, he writes, "we must wrap our love of individual liberty in the moral imperative of greater personal responsibility and acknowledge men’s essential role in procreation."

These are the ideas he lists as to why he "will be introducing legislation that will require all inseminators to undergo vasectomies within 6 weeks from having their third child or 40th birthday, whichever comes first."

"Further," Rabb's proposal reads, "this legislation will allow Pennsylvanians to take civil action for unwanted pregnancies against inseminators who wrongfully conceive a child with them."

In a mirror of the Texas pro-life law, that requires citizens to report on those who provide or facilitate abortions past 6 weeks gestation, Rabb's legislation would "also empower Pennsylvanians to enforce this new law by offering a $10,000 reward for reporting to the proper authorities those scofflaws who have not complied with this statute within the allotted timeframe."

Rabb writes that "As long as state legislatures continue to restrict the reproductive rights of cis women, trans men and non-binary people, there should be laws that address the responsibility of men who impregnate them. Thus, my bill will also codify 'wrongful conception' to include when a person has demonstrated negligence toward preventing conception during intercourse."
