In accordance with the state Department of Health website, for now, 59% of Hawaii's population has had at least one dose of a COVID-19 vaccine and 52% of population have already finished their dosing regimen.
The state is using the figures provided by the state Department of Health, and not those provided by the U.S. Centres for Disease Control and Prevention, in order to calculate thresholds for lifting current restrictions. Dr. Libby Char, Health Department Director, commented on the situation, saying that the only reason for choosing that source over the CDC is that Hawaii's numbers tend to be more accurate. She said it looks like the CDC has been counting some of Hawaii's doses twice.
Right now, travelers arriving from out of state are required to spend 10 days in quarantine or, to bypass that quarantine, they must show proof of a negative COVID-19 test, which was taken before their departure for the islands.

As soon as 60% of Hawaii's population is vaccinated, David Ige said, the state will allow travelers to bypass a quarantine requirement in case they can prove a proof of vaccination against COVID-19 from the U.S.
Restrictions on travel between the islands are going to open up before that.

According to David Ige, starting from the 15th of June, people will be able to fly inter-island with no need of taking a COVID-19 test or showing a proof of vaccination. As well as that, starting on the same date, those who have been vaccinated in Hawaii may bypass quarantine when returning from a trip out of state.

In order to encourage more people to get vaccinated, the state announced that it has launched a website called HIGotVaccinated.com, where vaccinated people may enter to win prizes and learn about special discounts at local retailers and restaurants. Notably, so many people went to that website after the state of Hawaii announced its existence, so the site just crashed. According to the spokesman of Health Department, Brooks Baehr, more than 500 people signed up for prizes in the first hour.
