Mayors from California’s 13 biggest cities on Thursday requested $20 billion over five years to help fight the state's homeless disaster, according to a report.

Los Angeles Mayor Eric Garcetti, a Democrat, called homelessness the "biggest crisis in California," continuing, "We're not coming in empty hats in hand, we're coming with hard hats on and pockets already full of investments,'' according to City News Service.

A day earlier, the city and county of Los Angeles asked an appeals court for an emergency halt on an order asking that shelter be given to the thousands of people living on Skid Row within the next six months, FOX 11 in Los Angeles reported.

San Diego Mayor Todd Gloria, a Democrat, announced that the problem can’t be solved in one fiscal year.

"It's going to take that repeated commitment of state, federal and local leadership to get the job done," he stated.

Over 150,000 people in California are homeless, the most of any state, according to 2019 data from the National Alliance to End Homelessness, the news service announced.

Republicans and other critics have accused the homeless disaster of an exodus of residents and businesses from the state, to other states such as Texas. They have further cited the problem among the reasons for the application to recall Democratic Gov. Gavin Newsom.

"So why is our homeless population growing while others are fleeing our state? Poor leadership and a focus on inputs and not outputs," Republican businessman John Cox, a candidate for governor, twitted last week.

"We need bold solutions on homelessness," wrote another Republican candidate, former San Diego Mayor Kevin Faulconer. "I'm the only candidate with experience reducing homelessness. I'm going to take our successful approach in San Diego statewide as Governor."

Santa Ana Mayor Vicente Sarmiento, a Democrat, announced that there has to be a "proportional response" to such a "big" issue.

"We're blessed to be living in a state where I think there's an understanding, and there's a humanity, that we all want to deliver these services,'' he said. "But I think the moment is now and I think that we all have to band together and use this opportunity."

Moreover, a federal judge managing a sweeping lawsuit about homelessness in Los Angeles on Tuesday ordered the city and county to find shelter for all unhoused residents of Skid Row within 180 days and audit any spending linked to the out-of-control disaster of people living on the streets.

In a fiery 110-page order, Judge David O. Carter slammed officials' inability to handle the unprecedented increase of homelessness that has seen encampments spread into nearly every neighborhood in the area.
