This Congressional Bill Would Stop China From Infiltrating Our Universities - But Dems To Block

Rep. Elise Stefanik (R-N.Y.) on Tuesday presented a bill that attempts to block federal funding for American colleges and universities that have connections to the Chinese regime, a step she explains will combat Beijing’s attempts to “undermine” the United States.

The legislation called the “End College Chinese Communist Partnerships Act,” would limit taxpayer funds from proceeding to institutions that have partnerships with Beijing-funded Confucius Institutes (CI) and the People’s Republic of China.

“The CCP is partaking in genocide, censoring speech, & influencing our academia. Taxpayer $$ should NOT fund their partnerships with U.S. schools! Period,” the congresswoman announced in a statement on a Twitter post.

Under the bill, all American colleges and universities that have “a contractual partnership in effect with an entity that is owned or controlled, directly or indirectly, by the Government of the People’s Republic of China, or organized under the laws of the People’s Republic of China,” will have federal funds barred.

The legislation exempts funds from the Department of Education that are presented straight to students.

CIs bill themselves as places to learn Mandarin, study Chinese culture, and land a scholarship. They’re funded and mainly staffed by Hanban, a nonprofit that claims to be non-governmental, however, is in fact directly managed by the Chinese Communist Party (CCP) from Beijing, according to a report by the Senate homeland security committee’s investigations subcommittee.

The institutes came under severe criticism from U.S. officials under the Trump administration over anxieties that they spread Chinese propaganda, restrict academic freedom, and facilitate espionage in U.S. classrooms.

On Dec. 31, 2020, the Trump administration proposed a proposed rule, titled “Establishing Requirement for Student and Exchange Visitor Program Certified Schools to Disclose Agreements with Confucius Institutes and Classrooms,” that tried to guarantee colleges and K–12 schools that are certified to host foreign exchange programs uncover their financial links to CIs and the affiliated Confucius Classrooms.

Though, that proposal was modestly scrapped by the Biden administration on Jan. 26, according to the U.S. Office of Information and Regulatory Affairs (OIRA), which is a division of the White House’s budget office.

Stefanik on Tuesday blamed House Democrats for being “weak on China,” continuing to say on Twitter that she will “always be STRONG for America!”

The Chinese regime has “been engaged in a sustained effort to undermine all facets of American power through influence campaigns within the United States,” and has “engaged in the theft of hundreds of billions of dollars’ worth of intellectual property and academic and scientific research on college campuses, within national labs, and within the private sector,” the congresswoman’s new bill declares.

The legislation notes the CCP’s efforts to recruit Chinese Americans and ethnic Chinese on American soil “for intelligence collection and coercion to advance the CCP ideology and agenda.”
