Federal Elections Commission (FEC) filings show that the leadership PAC aligned with Pelosi, PAC to the Future, funneled $300,000 to Holder’s group, the National Democratic Redistricting Organization. Pelosi's husband Paul is PAC to the Future's treasurer.
PAC to the Future made two payments to Holder’s organization late last year — one for $200,000 in October 2020 and another for $100,000 in December, FEC files show.
Holder's group will be at the forefront of left-wing gerrymandering exercises directed at generating favorable maps for Democratic candidates during this year's redistricting cycle, the Free Beacon reported Monday. The group says on their website that they are "here to fix" Republican gerrymandering works.

However, the group does also admit it exists to execute "a comprehensive redistricting strategy that shifts the redistricting power, creating fair districts where Democrats can compete."
The fact is, both parties gerrymander to gain a competitive advantage, though Republicans have done it more effectively of late. And especially since 2010, when Republicans swept the country in a Tea Party wave, winning a large swath of state legislative seats and governor races across the country.

Gerrymandering is the process of bringing congressional districts in a way that benefits a political party. Pelosi has been an abrupt critic of the practice.
"This year, the Democratic Majority passed H.R. 1, the For The People Act, which works to end to partisan gerrymandering by requiring all states to establish independent, nonpartisan redistricting commissions to draw open and transparent statewide district maps after each Census," Pelosi said in June 2019.

"We will continue to fight partisan gerrymandering, ensure every citizen’s vote counts and oppose any attempt to compromise the integrity of our democracy."

She added: "This ruling greenlights the unjust and deeply dangerous practice of gerrymandering, which robs Americans of their right to have an equal voice in their government," suggesting that with the ruling, "traditionally underserved communities, especially communities of color, risk losing the representation and resources they rightfully deserve."

Additionally to contributions from Pelosi's PAC, the group has also obtained a large donation from George Soros's Democracy PAC.

According to the New York Times, Holder's group was born out of a quiet gathering held at the White House in 2017, just days before former President Obama exited office, during which Obama addressed future redistricting plans with a small cohort of Democratic Party leaders.
Present with Obama at the meeting was Senate Majority Leader Chuck Schumer (D-N.Y.), then-Virginia Gov. Terry McAuliffe — and Pelosi.
