After reviewing the data, the organization says that the FBI has been undercounting these incidents for at least the last eight years.
The report was provided to Fox News Digital, and it said that even though the organization recognizes the challenges of collecting crime data as a whole, it also notices that specific crime incidents are overrepresented in the errors in these reports.
In other words, the CPRC says that the FBI has massive errors specifically related to cases of armed citizens preventing mass shootings from becoming worse than they already are. The Bureau seems intent on keeping the number of incidents prevented by armed citizens out of its figures as much as possible.

The non-profit organization shows that armed citizens between 2014 and 2021 prevented 34.4% of active shootings. This number flies in the face of the FBI’s reported number of just 4.4%.
The CPRC counted 340 incidents between 2014 and 2021, and they count 121 as being stopped by an armed citizen. The FBI only counted 252 incidents at that same time, and armed citizens stopped only 11.

Gary Mauser, an emeritus professor at Simon Fraser University in Canada, says that the underreporting by the FBI could be intentional or unintentional. He goes on to say that it could simply be a sign of bias within the organization or sloppy reporting practices by FBI agents. Whatever the case, Mauser believes that the FBI numbers are significantly off from the reality on the ground.

The FBI definition of an active shooter involves one or more persons engaged in the killing or attempted killing of others. What this definition leaves out are crimes such as burglary and gang wars. Those crimes are not included in their numbers, which can easily distort them.

The CPRC also says that the FBI misclassified certain cases which should have been included because they obviously would have transformed into full-blown mass shootings if an armed citizen hadn’t stepped in to prevent that from happening. However, the FBI has entirely left some of these critical cases off its data. Thus, the CPRC report raises questions about the accuracy of FBI data at this point.
