As reported by Conservative Daily News, Green's letter to Bondi criticized the approach taken by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) under Biden's leadership. He stated, "Under former President Biden, the ATF aggressively pursued a 'revoke first, prove willfulness later' policy." This, he argued, was an "absurd and vindictive misinterpretation of the law" that unfairly targeted law-abiding business owners.

The ATF's "zero tolerance" policy led to more license revocations in 2024 than in any previous year over the past two decades, according to The Trace. However, the policy was repealed on April 7, with Bondi noting that it "unfairly targeted law-abiding gun owners and created an undue burden on Americans seeking to exercise their constitutional right to bear arms."

Despite the repeal, Green emphasized that many firearm dealers remain affected by what he termed as unjust revocations. He cited Tactical Edge Arms, which lost its license due to ten minor errors among 2,500 forms—a situation that previously would have merited only a warning letter. Similarly, Allen's Gun Shop faced closure after being cited for clerical errors and given a mere "15 days to cease all firearm sales with no option for an appeal." Green noted, "Instead of spending their life savings on lawyers’ fees—the Allens decided to shut their shop down."

Green urged Bondi to "consider issuing an expedient review of all federal firearms licenses revoked under the Biden administration," asserting that "in many cases, the Biden ATF revoked the FFLs of gun shops with little to no due process."
