The two men will speak on the phone on Monday as Biden accepts reality: his program can't pass the evenly-divided Senate without Manchin's vote.
The President talked with Manchin last week, and the Senator told him he was not there yet and reiterated his worries about the extent and scope of the legislation, according to CNN.
On Monday morning, Biden refused to discuss his conversation with the Senator with reporters.

Manchin told reporters on Capitol Hill he is still concerned about the cost.
"Whatever Congress is considering doing, they should do it within the limits of what we can afford," he announced. "Whatever we raise, I want to ensure there's money going towards paying down debt, we have to start taking care of our debt and be responsible. And then if we don't, we're not transparent and accurate, then where does the money come from?"

If Senators change its provisions too much in debating Biden's program, they could lose support from Democrats when they send it back to the House. They can't afford to lose more than three votes.
Compounding matters, Democratic Senator Kyrsten Sinema also has not committed her backing for the House-passed bill, which clocks in at 2,100 pages.

The House-passed version of the legislation contains more than $500 billion for clean energy projects plus tax incentives for utilities turning to less polluting fuels and people purchasing electric vehicles. There's money for child care, job training, housing, free preschool for 3- and 4-year-olds, in-home care for seniors, and new hearing benefits for Medicare recipients.
There would be extended tax credits for families with children, for many low-earning workers, and for people purchasing private health coverage.
