House Speaker Nancy Pelosi on Friday invited President Biden to deliver his first State of the Union address on Tuesday, March 1. It is the latest that the event has even been held and many are wondering why the delay? Is it that it takes that long to coach President Biden on what he is to say?

Perhaps Biden's handlers are terrified at the prospect of a long speech which will give dementia Joe many opportunities to screw it up - he barely got through a four-minute speech on January 6th and even then had many delivery issues such as squinting at the teleprompter and mumbling through words his limited brain capacity could not decipher.

In a letter to Biden, Pelosi wrote, “Thank you for your bold vision and patriotic leadership which has guided America out of crisis and into an era of great progress, as we not only recover from the pandemic but Build Back Better!”

She noted, “In that spirit, I am writing to invite you to address a Joint Session of Congress on Tuesday, March 1, to share your vision of the State of the Union.”

Pelosi boasted about the American Rescue Plan and the bipartisan infrastructure in the letter, adding, “And, soon, the truly transformational Build Back Better Act!”

The sweeping social spending bill known as the Build Back Better Act was passed by the House last year but is still stalled in the Senate, where centrist Sen. Joe Manchin, a West Virginia Democrat, has said he will not support the bill. No Republicans are expected to vote for the bill, leaving Senate Democrats currently unable to pass it.

The Constitution calls for the president on occasion to "give to the Congress Information of the State of the Union, and recommend for their Consideration certain policies and strategies as he shall judge necessary and expedient."

The process has gone through some changes over the decades, with many of the nation’s earlier presidents delivering the address in writing. President Woodrow Wilson broke a trend, addressing Congress in person in 1913. President Lyndon B. Johnson delivered the first televised State of the Union in 1965.

There is no required specific date for the State of the Union, however, in recent years, it has not typically taken place as late as March. The date gives the Senate additional time to try and win over Manchin to vote for the Build Back Better Act, which includes key portions of Biden’s domestic agenda.

"The President has accepted the invitation of the Speaker of the House to deliver the State of the Union address on Tuesday, March 1, 2022," principal deputy press secretary Karine Jean-Pierre told reporters traveling with the President to Colorado Friday.

Biden delivered his first address to Congress as President in April 2021. That was not called a "State of the Union" speech because since 1977, new presidents have not referred to the first speech before a joint session of Congress that way, instead typically calling them an annual message or simply an address.

A number of health and safety protocols were put in place for that speech due to the Covid-19 pandemic, including a limit on the number of lawmakers allowed in the House chamber.
