Minneapolis voters voted against removing their police force for a reconstructed department that takes a holistic approach to crime and its causes. This comes 18 months after the death of George Floyd prompted global protests for racial justice.

Supporters say what the ballot called a 'Department of Public Safety' is seriously needed after decades of failed efforts at police reforms.

Oppositions in the city of around 430,000 people said this is a horrible idea for Minneapolis with crime rates growing. Policing should be more just, they say, but changes should take place within the current structure.

The city was pushed to the center of the U.S. racial justice debate in May 2020 when officer Derek Chauvin held his knee against the neck of Floyd, a Black man, for more than nine minutes. Chauvin was sentenced in June to 22.5 years in prison.

Three other officers charged with Floyd's death face trial in March.

Democrats, normally allies in the largely progressive Midwestern city, were split over the ballot question.

Some of the state's best-known Progressives - such as U.S. Representative Ilhan Omar, and Minnesota Attorney General Keith Ellison, who oversaw Chauvin's prosecution, backed the reform.

The dozens of Minneapolis residents surveyed last week said they were confused about how a new public safety department would work, even those who supported it.

If voters had supported the construction of the new Public Safety Department, the Mayor and the City Council would then examine what type of support residents need.

Former New York City Police Commissioner Bernard Kerik says several cities have a Public Safety Division that includes things like the Fire Department and EMT services within the police department.

“But anything that diminishes the number of staffing, the number of police, the resources, the staffing resources, the training, and the physical resources in the department, it's going to have a major impact on crime,” said Kerik to The National Desk’s Jan Jeffcoat.

Homicides are up 17% in Minneapolis year over year. According to Reuters, nearly half of all murders in the city have transpired on the north side, where some in the Black community came out to resist this measure, saying they do not feel like they have the luxury to try this drastic new approach.

Kerik says it will be a “big challenge” to recruit officers if the measure passes.
