Negotiators will convene in Vienna on Monday in a last-ditch effort to salvage a nuclear agreement that the United States under then-President Donald Trump left in 2018, reimposing sanctions on Iran. That led to breaches of the agreement by Tehran and dismayed the different powers involved.
Israel, which is not a party to the talks, criticized the original 2015 pact as too limited in scope and duration. Israeli leaders have long warned military action about Iran if they deem diplomacy a dead end for denying it nuclear weaponry.

The Islamic Republic claims its nuclear ambitions are friendly.
"Israel is very worried about the readiness to remove the sanctions and to allow a flow of billions (of dollars) to Iran in exchange for unsatisfactory restrictions in the nuclear realm," Bennett told his cabinet in televised remarks.

Few expect a breakthrough in the negotiations as Iran's uranium enrichment activities have escalated in an apparent bid to gain leverage against the West.

Six rounds of indirect talks were held between April and June. The new round starts after a hiatus caused by the election of a new Iranian president, Ebrahim Raisi, a hardline cleric.
"It's tough to look at the current situation and not have a fairly bleak outlook," announced Henry Rome, an Iran analyst with the Eurasia Group. "Expectations are extremely low for any progress."

A senior Biden administration official insisted the U.S. objective is "not about brinkmanship and not about playing games," yet rather to disabuse Iran's new negotiators of "false expectations" regarding what the United States will do to help them.

Meanwhile, Biden's special envoy for the Iran talks, Rob Malley, has been pushing Arab nations — some of whom fought the 2015 agreement — to back its restoration. He appears to have had some success: The Gulf Cooperation Council, which includes some of those resistant Arab nations, recently called on Iran to return to the agreement.
It's hard to say whether the United States will be able to persuade China or Russia to raise the pressure on Tehran. Yet, the diplomatic outreach to the Arab states claims that Malley and his team are thinking past the current talks.
