According to Reuters, the Chinese Communist Party's Central Commission for Discipline Inspection accused Walmart and its Sam's Club franchise of boycotting Xinjiang items and attempting to "muddle over" the problem by neither responding to concerns or issuing a comment.

However, in 2019, documents known as "The China Cables" were leaked to news organizations, revealing the ideological objectives and structure of such detention institutions.

The data were released to the International Consortium of Investigative Journalists, a group that collaborated with 17 news organizations, including the BBC and The Guardian. According to the BBC at the time, the letter stated that Xinjiang detention centers should be run as high-security prisons with harsh punishments and no escapes. Detention center personnel were also directed to "enhance discipline and punishment of behavioral violations," "make remedial Mandarin studies a major priority," and "encourage remorse and confession," according to the memo.

The email reportedly revealed that convicts at the camps were required to serve at least one year but might be held indefinitely, according to The Guardian.
China has also been chastised for suppressing unregistered house church activities and harassing religious minorities such as the Falun Gong and Tibetan Buddhists.
