The referral accuses James of manipulating documents to claim her Virginia home as her "principal residence," a designation that can lead to more favorable loan terms.

The referral states, "Based on media reports, Ms. Letitia James has, in multiple instances, falsified bank documents and property records to acquire government backed assistance and loans and more favorable loan terms." It further alleges that James misrepresented the status of a Norfolk, Virginia property to obtain a lower mortgage rate and inaccurately described property details to qualify for government-backed loans.

The referral also highlights that James acquired a multi-family unit in Brooklyn, allegedly misrepresenting it as a four-unit property in various applications. Additionally, Pulte points to a past transaction where James and her father, listed as "husband and wife," co-signed for a property in 1983 and 2000. Pulte remarked, "While this was a long time ago, it raises serious concerns about the validity of Ms. James representations on mortgage applications."
