Maryland's Democratic Governor, Wes Moore, who assumed office two years before the second Trump administration, has asserted that he adopted a DOGE-style approach to governance shortly after his Republican predecessor, Larry Hogan Jr., left office in 2023.

Moore, who is rumored to be a potential presidential candidate in 2028, has been keen to downplay such speculation, choosing instead to concentrate on the possibility of a second term.

In an interview with Semafor, as reported by Fox News, Moore discussed the similarities between his administration and that of the Trump era, particularly in relation to addressing fiscal burdens within the Annapolis bureaucracy. The conversation also touched on potential solutions to Maryland's $3 billion budget deficit, a contentious issue that has seen Republicans and Democrats pointing fingers at each other.

"I come from the business world. And I do believe that in this moment we have to think about what type of [public] workforce is necessary and required," Moore stated. He went on to explain that upon taking office, he found 10,000 vacancies in Annapolis, with many basic functions not being fulfilled. Rather than rushing to fill these positions, Moore saw it as an opportunity to streamline the government and eliminate unnecessary expenditure.

"One of the first hires I made was a chief performance officer. We’ve been doing DOGE in Maryland long before anyone knew what that word was," Moore declared.

In previous statements to Fox News Digital, the Moore administration expressed its willingness to work with Trump and the White House when feasible, while also emphasizing its commitment to safeguarding Maryland residents. This commitment is particularly significant given the potential impact of DOGE's federal workforce cuts on the Old Line State. To this end, Moore engaged an Irish consulting firm to monitor the White House, located just 35 miles west of Annapolis.

"Where there is common ground to be found, he will find it," a spokesperson for Moore said, responding to suggestions that the Irish contract indicated a potential clash with their new neighbors.

Moore emphasized to Smith that Maryland's close ties to the federal government mean that "when the country catches a cold, the DMV [DC-MD-VA] catches pneumonia." He also noted that his 2025 budget is smaller than his 2024 budget, and recently disputed Hogan’s claim that he left his successor a surplus that has been squandered into a $3 billion deficit.

Hogan, in a recent social media post, claimed he left Moore a $5 billion surplus and expressed hope that it would not be wasted. Moore, however, has argued that some of this "surplus" was mislabeled as remaining COVID-19 funds, which are not structural in nature.

Hogan also left a set of budget recommendations for the new administration, which Democrats in Annapolis viewed as proposals for future "priority items" they considered fiscally irresponsible.

Despite the $3 billion deficit, a spokesperson for Moore told Fox News Digital that the Democrat remains committed to DOGE-ing Annapolis.

"While it’s clear the governor inherited an economic flatline, he is committed to growing Maryland’s economy by reducing waste, investing in working Marylanders, industries of the future, and businesses across the state," the spokesperson said.

"The governor’s new government modernization initiative will cut real waste, and save taxpayers money—something Governor Moore believes DOGE and even other states can learn from."

However, Maryland House Minority Leader Jason Buckel, R-Cumberland, disagreed with Moore's claims.

"It’s not very credible to claim that we’ve been cutting the size and scope of Maryland government and rooting out fraud and waste when you look at our budget chock-full of new hires and increased spending, balanced only by massive tax increases proposed by Governor Moore and Democrats in Annapolis," Buckel argued.

Senate Minority Leader Steve Hershey, R-Chestertown, echoed Buckel's sentiments, stating that Marylanders are "still waiting" for Moore’s promised efforts to cut waste, fraud, and abuse in the style of DOGE.

"Governor Moore appears unwilling to make tough decisions and stand up to rein in state spending. His thinly veiled assurance to not support the new business-to-business service tax went over like a lead balloon," Hershey said.

Hershey also criticized Moore for not considering a statewide hiring freeze to help with the deficit, but instead adding more bureaucrats while risking future furloughs. "His administrative departments have been plagued with atrocious audits since taking office—hundreds of millions have been mismanaged and misspent. We are still waiting to see the necessary course corrections," Hershey added.

Despite these criticisms, Moore anticipates that Maryland will realize $50 million in savings through FY-2026 via "government modernization" and the redirection of resources toward top state priorities.

A spokesperson for Moore suggested that the state's reported economic underperformance, with a 3% growth rate between 2017 and 2022 compared to the national average of 11%, was due to previous Republican leadership.

White House spokesperson Liz Huston responded to Moore's claim Tuesday: "President Trump led the charge to make government more efficient, and all state leaders should want to end waste, fraud and abuse of taxpayer dollars."
