In a unanimous decision, lawmakers in Los Angeles have officially declared the city a sanctuary for immigrants, a move that comes in the wake of President-elect Trump's victory and his promises of mass deportation raids.

The 13-0 vote ensures that the city will not allocate any resources or personnel to assist federal enforcement of immigration laws.

According to Fox News, the draft ordinance was unveiled last week by City Attorney Hydee Feldstein Soto and Mayor Karen Bass, with input from various immigration groups. Council members Hugo Soto-Martinez and Monica Rodriguez, who head the council's Civil Rights and Public Safety committees, respectively, expedited the voting process by waiving the matter from their jurisdictions.

California has been a sanctuary state since 2017, following the enactment of SB 54. This law prevents local law enforcement agencies from using their resources to investigate, detain, report, or arrest individuals for immigration violations.

During Tuesday's debate, numerous public speakers advocated for the sanctuary ordinance, arguing that immigrant communities should be shielded from the "unimaginable cruelty" of raids that could separate families and target migrants who come to the U.S. to work. However, others expressed concerns about the potential strain on resources intended to aid illegal immigrants, given the city's ongoing struggles with mass homelessness and a housing crisis.

Sanctuary cities typically resist cooperation with federal immigration authorities, often declining to honor detainer requests from U.S. Immigration and Customs Enforcement (ICE). These requests are used to take custody of criminal illegal immigrants for deportation. In many instances, such jurisdictions release the suspects back onto the streets without notifying ICE. Some of these individuals have reoffended, sometimes violently, before being apprehended again.

The vote comes two weeks after President-elect Trump defeated Vice President Kamala Harris. During his campaign, Trump pledged to strengthen the southern border and carry out mass deportations of millions of illegal immigrants, particularly those who have committed crimes after illegally entering the United States.

Tom Homan, former acting director of U.S. Immigration and Customs Enforcement (ICE) and Trump's pick for "border czar," has previously argued that mass deportations are necessary due to the "historic illegal immigration crisis." He stated, "President Trump has made it clear we will prioritize public safety threats and national security threats first. And that's what the focus should be."

While Los Angeles has followed sanctuary city guidelines, an ordinance was never officially codified into law. Former Mayor Eric Garcetti issued an executive directive in 2019 that offered protections to immigrants. The Los Angeles Police Department also mandates that its officers do not inquire about immigration status or make arrests related to a migrant's legal status. Newly appointed Police Chief Jim McDonnell has confirmed that the department will not participate in immigration enforcement.

The Los Angeles County Republican Party has criticized the ordinance, arguing that sanctuary protection could shield criminals who have entered the United States illegally. Rozanne Hodge, LACGOP Communications Director, stated, "A country without secure borders isn't a country at all. So-called ‘sanctuary’ cities and states sound warm and fuzzy, but the protections they offer aren't for abuelas (grandmothers) getting ice cream, they're for people who've entered the country illegally and committed additional crimes."

Trump's victory has prompted officials in various parts of the country to pledge resistance to deportations. Boston's Democrat Mayor Michelle Wu and Arizona's Democratic Gov. Katie Hobbs have both stated that their cities will not cooperate with any deportation operation from the incoming Trump administration. California Gov. Gavin Newsom has also vowed to fight the incoming Trump administration, stating, "Whether it be our fundamental civil rights, reproductive freedom, or climate action — we refuse to turn back the clock and allow our values and laws to be attacked."
