Governor Vs. University: The HEATED Battle Over “Critical Whiteness” In Oklahoma

The University of Oklahoma, the state's largest academic institution, appears to be challenging an executive order issued by the state's governor, Kevin Stitt, by mandating that future educators undertake coursework with racial undertones.

This information was obtained from documents accessed by the Daily Caller News Foundation.

In December 2023, Governor Stitt, a Republican, issued an executive order stating that higher education institutions could not compel individuals to participate in any form of education that favored one person's race, color, sex, ethnicity, or national origin over another's. However, the University of Oklahoma seems to be flouting this order. According to a class syllabus obtained by the DCNF, the university requires education undergraduates to take a course that implicates white individuals in institutional racism and instructs them to accord preferential treatment to minority students.

A spokesperson for the governor's office expressed concern over this development, stating, "Our universities need to be preparing students for the workforce, not indoctrinating them with liberal ideology." The spokesperson further criticized the mandatory nature of the course and called for a review of the accreditation entities promoting such courses, with the aim of reintroducing common sense into the classroom.

The course, innocuously titled "Schools and American Culture," assigns approximately a third of the students' total grade to the development of a "social justice curriculum." The syllabus encourages students to consider how they can prioritize the needs, histories, and realities of marginalized and minority populations.

The fourth week of the course requires students to learn about "critical whiteness in education" and critical race theory. The Oxford Research Encyclopedia defines critical whiteness as a field of study that seeks to expose the invisible structures that perpetuate white supremacy and privilege. The course material for that week includes the "Handbook of Critical Race Theory in Education," which posits that white individuals will only pursue racial justice if it benefits them.

Despite the governor's order, and a state law that prohibits colleges from promoting any form of race or sex stereotyping, the fifth week of the course instructs students on how to apply critical race theory in the classroom. A 2017 academic paper, "Critical Race Theory and the Whiteness of Teacher Education," is assigned as reading material. This paper criticizes "neutral" structures like teacher testing, arguing that they reinforce whiteness and white interests.

Oklahoma state law forbids public school teachers from teaching that members of one race or sex should not treat others without regard to race or sex. This means that teachers cannot denounce raceblind policies if they wish to comply with the law. However, the course syllabus encourages teachers-in-training to prioritize the needs of minority students over white students, while also complying with state-mandated content standards.

One of the textbooks assigned for the course, "Teaching When the World is on Fire," contains material that could potentially violate Oklahoma law on required coursework. This book, a compilation of essays on incorporating themes of race and sexuality into teaching, includes a piece that criticizes "Little House on the Prairie" for its positive portrayal of white individuals. It encourages prospective teachers to teach history from the perspective of Native Americans, rather than in a neutral manner.

In response to these findings, a spokesperson for the University of Oklahoma stated, "The University of Oklahoma is committed to ensuring its courses meet and follow applicable laws." The spokesperson emphasized the university's commitment to presenting viewpoint-neutral and non-discriminatory materials, and to teaching students how to think, not what to think.

The spokesperson further explained that the course in question offers a comprehensive overview of the complex history of American education, including key court cases and educational theories. When Governor Stitt's order was first issued, the University of Oklahoma expressed its discomfort, sending an email to staff and faculty expressing deep concern and uncertainty about the future. However, the email also reaffirmed the university's commitment to access and opportunity for all, free speech and inquiry, and civility in treatment of each other.

Governor Stitt defended his executive order, stating that "Oklahomans deserve a merit-based system that ensures equal opportunities for everyone." It remains to be seen how this clash between the state's largest university and the governor's office will unfold.
