In a swift response to the 2024 U.S. presidential election results, Ukraine's President Volodymyr Zelensky was among the first world leaders to extend his congratulations to Donald Trump.

His message carried an undercurrent of hope for the continuation of the existing relationship between Ukraine and the United States.

According to Breitbart, Zelensky's congratulatory note was one of the earliest to arrive, even as other global leaders began to send their own messages, many of which, like in 2016, were delivered through "gritted teeth." In his statement, Zelensky hailed Trump's victory as "impressive" and promptly segued into a discussion on "the Victory Plan."

The Victory Plan, a detailed list of Ukraine's longstanding demands presented in a fresh format, has been promoted by Zelensky in Western capitals in recent months. However, it has generally received a tepid response from leaders, with one notable exception. Central to this plan is Ukraine's plea for an "unconditional invitation right now" to join NATO, a request that has been consistently denied as long as the country remains embroiled in war.

Zelensky's eagerness to congratulate Trump and express hopeful sentiments—a diplomatic tactic Ukraine has employed with varying degrees of success—follows Trump's repeated assertions that the protracted Ukraine war would swiftly conclude in peace if he were to win the election. In a conversation with Breitbart News in August, the once and future President stated that, if elected, he would broker peace between Kyiv and Moscow before his official inauguration.

In his dialogue with Breitbart News, Trump expressed his familiarity with both Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky. He voiced his confidence in his ability to negotiate an end to the "death" and "destruction" if re-elected on November 5. He described Ukraine as a country with its cities "flattened" and "devastated," and expressed his desire to resolve the situation before assuming office.

However, Zelensky's cordial congratulatory message stands in stark contrast to his earlier sharp criticisms of Trump this year. He has vehemently opposed any peace efforts in Ukraine that fall short of a complete victory by Kyiv's standards. In June, Zelensky warned that any attempt by Trump to broker a negotiated peace would render him a "loser president," a move that "Ukrainians would not put up with."

In his message to Trump, Zelensky also reminded the President-elect of Ukraine's reliance on "continued strong bipartisan support" from the U.S. He expressed his anticipation for personally congratulating President Trump and discussing ways to bolster Ukraine's strategic partnership with the United States.

In a recent development, Ukrainian state media reported that Zelensky signed bills into law on Wednesday morning, extending martial law and conscription, the 'general mobilisation' law, for the next 90 days into the following year. This move underscores the ongoing challenges faced by Ukraine and the importance of its relationship with the United States in navigating these turbulent times.
