The contentious documents, which were obtained after numerous Freedom of Information Act (FOIA) requests were initially met with resistance, have sparked a heated debate about the military's recruitment strategies.
As reported by The Post Millennial, the Daily Caller was able to secure these documents, which included a memorandum from Joint Chiefs of Staff Chairman CQ Brown. The memo, dated 2022, indicated a shift in the military branch's demographic goals for officer program applicants, with an emphasis on enhancing "diversity and inclusion." The documents also contained presentation slides detailing strategies to achieve a reduced number of white males in the Reserve Officers’ Training Corps (ROTC) program.
The Center To Advance Security In America (CASA), which had initially requested the documents, was forced to sue the Air Force for the records after being informed that no such documents existed. The lawsuit, filed in April 2024, eventually led to the release of the documents to the Daily Caller.

One of the obtained documents, a slide labeled "AFROTC White," displayed a graph showing a decline in the percentage of white male applicants, juxtaposed with a rise in other demographics. The graph projected a decrease from 60 percent in 2019 to 50 percent in 2023, further dropping to 43 percent by 2029. The document referred to this percentage as the "goal."

James Fitzpatrick, the director of CASA, expressed his concern to the Caller, stating, “These documents show us that the Air Force has taken steps toward implementing their new directive of specific racial quotas for officer recruitment and enrollment throughout the branch.”

The documents further revealed the Air Force's intention to increase marketing efforts towards minority groups to meet its demographic goals. One slide, focusing on the black population, suggested that the Air Force should “target [the] male population through ongoing programs and marketing.” The document also highlighted a budget of $500,000 for “diversity advertising campaigns” and $250,000 for “influencer engagements."

In response to the Daily Caller's request for comment, an Air Force spokesperson stated, "The FOIA request was being processed at multiple levels within the Air Force," and explained that while one unit had initially responded with a ‘no responsive records’ response, other units continued to process the responsive documents that were ultimately provided.
