According to Breitbart, ASPI's recent update to its Critical Technology Tracker project indicates that China has effectively replaced the United States as the global technology leader in less than two decades. "The U.S. led in 60 of 64 technologies in the five years from 2003 to 2007, but in the most recent five years (2019–2023) is leading in seven. China led in just three of 64 technologies in 2003–20074 but is now the lead country in 57 of 64 technologies in 2019–2023, increasing its lead from our rankings last year (2018–2022), where it was leading in 52 technologies," the report states.
The term "critical technologies" refers to a collection of 64 fields encompassing defense, space, energy, the environment, artificial intelligence (AI), biotechnology, robotics, cyber, computing, advanced materials, and key quantum technology areas. The Critical Technology Tracker, launched by ASPI in March 2023, has recently been expanded to include data dating back to the beginning of the century.

The tracker's analysis of research papers and technological developments reveals that China now leads in areas such as quantum sensors, high-performance computing, gravitational sensors, space launch, and advanced integrated circuit design and fabrication. The United States, however, maintains its lead in quantum computing, vaccines, nuclear medicine, small satellites, atomic clocks, genetic engineering, and natural language processing.

Alarmingly, ASPI reports that China has taken the lead in all advanced technologies classified as "high risk," implying that a single nation could potentially monopolize these technologies. "The technologies newly classified as high risk include many with defense applications, such as radar, advanced aircraft engines, drones, swarming and collaborative robots and satellite positioning and navigation," the report adds.
The updated tracker also highlights India's significant progress in critical technology fields, pushing the U.S. out of second place in several areas now dominated by China. Conversely, the United Kingdom is experiencing a decline, dropping out of the top five nations in eight critical technology fields. Other technological and industrial powerhouses, including Germany, South Korea, and Japan, have remained relatively stable since 2023.

ASPI attributes China's impressive advancement in critical technologies to substantial government financial support and high-performing academic institutions like the Chinese Academy of Sciences (CAS). Singapore-based technology strategist Josh Kennedy-White told Voice of America News (VOA) that China's progress is largely due to "aggressive, state-driven research and development investments over the past two decades."

However, China still relies on third parties, including the United States, for many components needed for high technology projects. This report serves as a wake-up call for Western democracies to reassess their technological strategies and investments to regain their competitive edge.
