California Reparations Delayed, But THIS Legislature Is Going FULL Speed Ahead!

In a recent legislative move, California lawmakers have approved a bill that would provide illegal immigrants with up to $150,000 in assistance for home down payments.

However, two bills intended to offer reparations to black residents have been put on hold. These bills, Senate Bill 1331 and Senate Bill 1403, were proposed by Democratic state Senator Steven Bradford and aimed to establish a state fund for reparations and a new state agency to manage these efforts, as reported by Fox News.

According to The Post Millennial, the bill that passed, Assembly Bill 1840, seeks to extend the "California Dream for All" program, rebranding it as the Home Purchase Assistance Program. This program would enable illegal immigrants to receive up to 20 percent of a home down payment, capped at $150,000. The bill was passed by the state Legislature and the state Senate, and now awaits the signature or veto of California Governor Gavin Newsom by the end of September, as stated by the New York Post.

However, as the legislative year in California came to a close on Saturday, SB 1331 and 1403 were put on inactive file. Podcast host Sabby Sabs voiced her disappointment, saying, "California Black Caucus sweating bullets because reparations activists showed up with demands. They just passed 150K housing loans for migrants but tabled a reparations bill for descendants of slavery. Black faces in high places isn't enough. Do something for us or get out."

Bradford and other advocates claim that Newsom’s aides attempted to narrow down the proposal. Politico reported that draft amendments proposed to allocate $6 million to California State University to study the best ways to implement recommendations from the state’s reparations task force, while eliminating the creation of a Freedmen Affairs Agency. Bradford confirmed the draft’s authenticity, attributing it to the Newsom administration, and stated his refusal to accept the proposed amendments.

Bradford also mentioned that Newsom’s office had cited "cost pressures during a year in which the state had to trim billions from its budget." However, Caucus chair Lori Wilson denied that the governor’s office had suggested changes that would have transformed the bill into one that conducted more studies on the subject. She stated, "That is not true. It’s unfortunate that that information was put out there. There was no way, shape or form that the Newsom administration recommended further study."

The California Legislative Black Caucus expressed that they were unable to collectively participate in the legislative process and only recently became aware of the concerns and issues with bill 1403. They expressed concerns about the bill ceding legislative oversight authority, which they deemed critical given the generational impact this legislation would have.

The caucus announced their decision to continue working on the bill and reintroduce it in the next session. They also stated that Senate Bill 1331 would not be moving forward this year and is not part of the CLBC 2024 Reparations Priority Legislation Package.

In response to these developments, members of the Coalition for a Just and Equitable California protested in the Capitol rotunda, demanding that lawmakers vote on the two bills. The group accused the CLBC of cheating to prevent the reparations bills from reaching the Governor’s desk. They declared, "This type of betrayal cannot go unanswered. There must be a political price to pay. Gone are the days when politicians of any race or party can disrespect Black Americans and expect no political consequences. We are not captured. We do not belong to any party or special interest. We are the living embodiment of our Ancestors who built this state and this country over 400 years and who are owed Reparations. We're coming...No...We're HERE, to get our checks and more."
