Despite her previous advocacy for the prohibition of gasoline-powered vehicles during her Senate tenure, her campaign has recently stated that she is now against mandates for electric vehicles. According to The New York Post, the Harris campaign's rapid response director, Ammar Moussa, issued a "fact check" email to counter claims made by former President Donald Trump and his running mate, Sen. JD Vance (R-Ohio). The pair had suggested that the Vice President was prepared to "force every American to own an electric vehicle." Moussa refuted these claims, stating, "FACT: Vice President Harris does not support an electric vehicle mandate."

The email further highlighted the Harris-Biden administration's Inflation Reduction Act, which it claimed had offered "ground-breaking subsidies and tax credits for electric vehicles." However, it conveniently omitted that Harris had co-sponsored a bill in April 2019 aiming to ban the sale of gasoline-powered vehicles by 2040.

The Zero-Emission Vehicles Act of 2019, which Harris supported, was introduced by Sen. Jeff Merkley (D-Ore.) and Rep. Mike Levin (D-Calif.). The Act was touted as a "bold plan for transitioning the United States to 100% zero-emission vehicles." The legislation would have compelled auto companies to shift away from fossil fuels, mandating that 50% of new passenger vehicle sales be zero-emission cars by 2030. This requirement would increase by 5% annually until 2040, when all new vehicles sold would need to be electric or hydrogen-powered.

The proposed legislation, backed by Harris, stated, "After model year 2040, the [Environmental Protection Agency] Administrator may issue an injunction on the manufacture of any passenger vehicles other than zero-emission vehicles by a vehicle manufacturer."

During her brief 2020 presidential campaign, Harris's website advocated for even stricter standards, proposing a ban on internal combustion engine cars by 2035. However, in March, the Harris-Biden administration finalized a crackdown on gas cars, pushing the EPA to enact regulations expected to result in over two-thirds of passenger cars and light trucks sold by 2032 being electric or hybrid vehicles.

Despite these ambitious plans, demand for electric vehicles remains relatively low. The EPA's new tailpipe-pollution limits project that 56% of new vehicles sold in the U.S. will be electric by 2032, with an additional 13% being plug-in hybrids or other partially electric cars.
