According to a whistleblower at the agency who spoke with Sen. Chuck Grassley, R-Iowa, the document details criminal allegations of a pay-to-play scheme. Comer has accused the FBI of disrespecting Congress and getting away with non-compliance for too long.

He has also expressed his frustration with the media's lack of attention to the issue. House Speaker Kevin McCarthy, R-Calif., has expressed confidence that the FBI will eventually provide the document.
In response to the FBI's concerns with the subpoena, which included claims that the document is unverified and based on informants who must be kept private, Comer has threatened to hold FBI Director Christopher Wray under contempt if he does not comply.
The FBI wrote a six-page letter to Comer on May 10, explaining its concerns with the subpoena. The Oversight Committee is determined to obtain the document and uncover any potential wrongdoing by the Bidens.
