The University of Pennsylvania has come under scrutiny after it was revealed that several Chinese donors who contributed funds to the institution between 2018 and 2022 had ties to the Chinese Communist Party (CCP) and companies linked to Hunter Biden.

While the donations were not made directly to the PennBiden Center for Diplomacy and Global Engagement, which is situated on the university's campus, the increase in donations from China during this period has raised questions.

According to Fox News, Chinese donations to UPenn totaled over $105 million between 2018 and 2022, with $75 million coming during Biden's presidential campaign. These figures are twice as high as previously reported. Records of the donations, obtained by Americans for Public Trust, showed that many of the donors had links to the CCP and the president's son.

Caitlin Sutherland, executive director of AfPT, stated that the University of Pennsylvania received a significant increase in contributions from China and Hong Kong while Biden was ramping up his presidential campaign, and has since received millions from CCP-tied donors.

Given recent reports exposing the millions of dollars the Biden family received from foreign entities, Sutherland said that this latest revelation raises further questions about the scope of President Biden's ties to China.

One of the Chinese companies that donated to UPenn was Cathay Fortune, which has a controlling interest in CMOC Group Limited. In 2016, CMOC purchased a cobalt mine in the Democratic Republic of the Congo with the help of the Bohai Harvest RTS Equity Investment Fund Management Company, which was founded in part by Hunter Biden.

Although Hunter allegedly sold his share of BHS in 2021, he controlled 10 percent of the company until 2020. CMOC also donated to the university.

UPenn's Vice President for university communications, Stephen MacCarthy, stated that nothing was out of line, noting that "no foreign funds were contributed anonymously, and no foreign funds were directed to the Penn Biden Center."
