Many are appealing for officials to intervene, including the Biden administration.
Fox News reports, “According to Vulcan Materials, a Birmingham, Alabama-based company and the largest producer of construction aggregates in the U.S., members of the Mexican navy, local state police, along with federal investigators, entered the quarry just south of Playa del Carmen in Mexico’s Quintana Roo state in the early morning hours of March 14.” Soon after, they made the company allow a Mexican-owned company called CEMEX to get a shipment of cement from the port.
Vulcan had a previous agreement with Cemex. Vulcan leased land and provided offloading and handling services for the other company. However, that contract expired in December. During attempts to re-negotiate a contract, things broke down. This resulted in Cemex no longer having an agreement with Vulcan, making the forced unloading of cement illegal.

The military and police were on the property during the forced unloading and have yet to leave. So far, there is no indication that they plan to go.

Thomas Hill, the Chairman and CEO of Vulcan, wrote a letter to Mexican Ambassador Esteban Moctezuma Barragán regarding the situation. The letter states that he requests that the Mexican government order the military and police to get off the private property. According to Fox News, the letter says, “The government’s participation in this gross violation of our property rights is yet another example of the government’s arbitrary and illegal treatment of Vulcan and its investments in Mexico. This occupation must cease immediately.”

This is one more escalation of the continued tensions between Vulcan and the Mexican government. In May 2022, the government forced a shutdown of its operations. Mexican President Lopez Obrador said Vulcan was trying to take minerals from Mexico and send them to America without the necessary permits. It didn’t stop there. On May 13, they suspended the company’s customs permits. The quarry is still closed because the case remains tied up in Mexican courts.
According to the company, the Biden administration works with the Mexican government. Katie Britt from the Homeland Security Appropriations subcommittee did discuss this with the Mexican government last month.
Others are saying that the Biden administration isn’t doing enough. John Ratcliffe was the Director of National Intelligence for the Trump administration. Per Fox News, he tweeted, “Getting pretty used to the Biden administration letting China and Russia kick sand in our faces (covid and Fentanyl deaths, spy balloons, taking down U.S. MQ-9 Reaper)—but now Mexico, too?”
