According to the committee, on March 1, 2017, less than two months after former Vice President Joe Biden left office, Walker's company, Robinson Walker, LLC, received a $3 million wire from State Energy HK Limited, a Chinese corporation. Subsequently, the company wired $1,065,000 to an entity linked to James Gilliar, a business associate of Hunter Biden involved in foreign transactions with the Biden family.

Over three months following the transfer from Walker's company, incremental payments were sent to the Biden family members and their businesses. The total amount of money transferred reached $1,065,692. The Daily Mail reported that Hallie Biden received $35,000 via two separate transactions from Walker's company, which had initially received the funds from the Chinese company State Energy HK Limited.

The committee stated that roughly one-third of the money from the Chinese wire was allocated to the Biden family members. These revelations emerged after a letter was sent on Monday by Representative Jamie Raskin to Representative James Comer, the chairman of the House Oversight and Accountability Committee, regarding Comer's subpoena for Walker's financial records from Bank of America. The committee concluded by asserting that "accountability is coming."

On May 13, 2017, Walker, along with Tony Bobulinski and Hunter and James Biden, was included in an email from another Hunter Biden associate, James Gilliar, which mentioned "the big guy." The email concerned financial transactions related to the Bidens' business dealings, and Bobulinski has claimed that "the big guy" was a reference to Joe Biden.
