This report is meant to show that there would have been economic benefits to the Keystone XL Pipeline if that permit had not been revoked.
Fox News reports that the Department of Energy (DOE) completed the report in late December without releasing a public comment about the report at that time. However, the report that has come out now says that the Keystone XL Pipeline would have created between 16,149 and 59,000 jobs. The report indicates that those jobs would have created between $3.4 and $9.6 billion worth of extra-economic opportunities.
Despite this, the Biden Administration immediately canceled the federal permits for the Keystone XL Pipeline. This put the project effectively to an end.

Daines and Sen. Jim Risch required that the Department of Energy create a report that detailed exactly what would have happened to the Keystone XL Pipeline if the Biden Administration hadn’t shut it down. The purpose of this requirement was to try to get the Administration to recognize what it had done by tamping down the ability of the Keystone Pipeline to get off the ground in the first place. They wanted to make the point that many jobs could be lost.

The Department of Energy told Fox News:
“The U.S. Department of Energy released a report evaluating existing analysis on economic and job effects of the XL portion of Keystone pipeline.”
and
“It concluded there were limited job impacts, with approximately 50 permanent jobs estimated to have been created was the pipeline operational.”

Republican members have criticized the decision to cancel the permits that the Keystone Pipeline previously had up and down the board. Some people in the energy industry say that the Administration should never have canceled the pipeline, given the jobs it could have created and how the pipeline could have kept energy prices down.
