S. Department of Justice officials say President Biden's prisoner swap of Russian arms dealer Viktor Bout for WNBA player Brittney Griner was a mistake.
Many top law enforcement officials have stated that there is a mass difference between the level of offenses of the two individuals, which makes them very concerned about the swap. They think it could be dangerous to have Bout back out and free.
The Washington Post noted the differences between the offenses that the two prisoners allegedly committed by noting that Grinner was charged with:

"possessing a small amount of cannabis oil. Bout, whose arms fueled conflicts from Sudan to Rwanda to Afghanistan to Angola, is nicknamed the 'Merchant of Death,' and his illicit transactions with violent regimes and militant groups earned him a 25-year sentence in federal prison."

Their piece continued by talking about how top security officials are concerned about the ramifications of this prisoner swap by saying:
"But the president also faced opposition from his own Justice Department, which viewed Thursday's one-for-one prisoner swap involving Griner and the notorious arms dealer Viktor Bout as a mistake given the discrepancy of offenses by the two prisoners."

Their reporting shows that many officials within the Justice Department resisted the idea of going forward with this prisoner swap as it was done.
One anonymous DOJ official stated the following about the swap:
"If she were my relative, I would want to do the swap. But trading a notorious international arms dealer for a basketball player is madness."

The Post also stated that the State Department had been working with Russia to try to make a trade of Bout for both Grinner and captured Marine Whelan. However, the only person the Biden Administration got in this trade was Grinner.
The pressure seems to have gotten to the White House, and they ultimately settled on accepting a one-for-one trade of Bout for Grinner. Many are outraged about this situation.
