Joe Biden will issue a plan for vaccinating children under five as he doubles down on booster shots as part of his winter COVID strategy to stop the Omicron variant.

The President will talk with the nation Thursday afternoon, where he will kick off an essential campaign to get all Americans protected so that the virus can be stopped without more lockdowns.

All inbound international U.S. travelers must get a test within 24 hours from departure, but the plan did not cite a seven-day quarantine period for international arrivals.

Instantly with the appearance of the Omicron variant, Biden restricted travel from eight African countries.

One of the most remarkable proposals in the system is a push for the Food and Drug Administration to analyze shots for kids under five shortly after the vaccine was authorized for children between five and 11.

The U.S. would join just some countries that have enacted vaccines for children this young: China, Cuba, Argentina, and Venezuela. The White House says it will provide every resource to the FDA to get jabs to the youngest Americans as "safely and as quickly as possible."

There is a demand for private insurers to cover at-home testing costs in the project.

The government is also extending the mask mandate for public transport until March 18. Initially, the conditions in airports and in airplanes, buses, and trains were determined to expire in mid-January but are being extended with the emergence of the Omicron variant.

Dr. Anthony Fauci has advised Americans that they may need to take a vaccination for COVID-19 every year to protect against infection – similar to the flu shot.

He also said Wednesday evening during a town hall with CNN's Anderson Cooper that it was too early to tell whether an annual "booster" will be required as new variants emerge.

"Anderson, to be honest with you, we don't know," he said. "We really don't. You could say we might have this or we might require this, but we don't know."

"It may be that we get a durability of immunity. Or maybe not, and if it is not, we'll have to deal with it depending upon how the outbreak and the global pandemic evolves," the nation's top immunologist and COVID adviser to the President said.

Fauci also maintained that holiday travel is still safe for the vaccinated. Much is still unknown regarding the Omicron variant, including whether it is more infectious, makes people more seriously ill, and whether it can evade the vaccines.

About 100 million Americans are eligible for boosters under current U.S. policy, with more becoming eligible every day.
