Former President Donald Trump reportedly will denounce his successor's policies, and avoid officially declaring plans to run again in 2024 when addressing the Conservative Political Action Committee on Sunday.

Trump will scrutinize President Joe Biden for efforts to undo the previous administration's work, including regarding immigration and China, sources told Fox News.

When he talked as the CPAC headliner, former President Donald Trump was assumed to shuffle between "warming up to the idea of a 2024 run, and walking right up to the line of announcing another campaign" without announcing his candidacy, according to sources.

CPAC, which begins Thursday in Orlando, Fla., will mark something of a political reemergence for the former president, who has found himself cut off from Facebook and his preferred social media platform Twitter for more than a month over his spreading of misinformation around the 2020 election.

Early polls revealed Trump securing a comfortable lead in the Republican primary if he runs again.

The annual political conference starts Friday in Orlando, Fla., where Trump will address on the event's closing day. It will be his first official public appearance since leaving office.

Conservatives and Republicans from around the nation will speak through the conference. Those listed to appear included Sen. Josh Hawley, R-Mo., Sen. Ted Cruz, R-Texas, South Dakota Gov. Kristi Noem, and former Secretary of State Mike Pompeo.

In the initial weeks of his presidency, Biden signed executive orders that finished construction of the southern border wall, stopped the Keystone XL Pipeline, ended travel bans, and started relaxing asylum policies such as the Migrant Protection Protocols.

A potential wave of migrants had urged Republicans to warn of a disaster at the border.

Followers will monitor Trump's address closely for news about '24, and if he planned to target political opponents in 2022. Axios reported this week the former president will support primary objections to some of his Congressional opponents, such as Rep. Liz Cheney, R-Wyo.

It remained unclear if the former president would discuss the 2020 election, in which he insisted voter fraud had taken place in some key battleground states and decided the election for Biden.

Since leaving Washington, D.C., and moving to Palm Beach, Fla., Trump has issued some statements, including ones discussing his Senate impeachment trial, and the death of conservative radio host Rush Limbaugh. He further surprised followers with a drive-by during a local Presidents' Day rally.

The looming chance of another White House bid by the former president, however, has put other prospective GOP 2024 contenders, who are wishing to piggyback on Trump’s base of support, in a bind. Some of them, including Florida Gov. Ron DeSantis and Sens. Rick Scott (Fla.) and Josh Hawley (Mo.), are likewise set to talk at CPAC in the coming days.
