The Pennsylvania teens initially believed to have not known each other before stumbling into an ISIS-style terrorist attack in New York City were, in fact, acquainted and had plotted additional attacks. Evidence, including a notebook, revealed that Emir Balat and Ibrahim Kayumi had been strategizing for some form of attack for at least a week prior to the incident.
