In its new HIV/AIDS strategy, the Biden Administration describes racism as "a public health threat" that must be recognized entirely as the world looks to stop the epidemic.

The strategy published Wednesday on the annual commemoration of World AIDS Day is supposed to work as a framework for how the administration plans to shape its policies, research, programs, and planning over the next three years.

The new plan asserts that over generations, "structural inequities have resulted in racial and ethnic health disparities that are severe, far-reaching, and unacceptable."

To reduce the disparities, the plan includes calls for focusing on the requirements of disproportionately affected populations, backing racial justice, combating HIV-related stigma and discrimination. It also calls for providing leadership and employment chances for people with or who are at risk for HIV.

Besides addressing racism's influence on Americans battling the virus or at risk of contracting it, the new strategy further puts greater emphasis on harm reduction and syringe service programs, promotes reform of state laws that criminalize the behavior of people with HIV for possibly exposing others and adds attention on the necessities of the growing population of people with HIV who are aging.

Over 36 million people worldwide, including 700,000 in the U.S., have died from AIDS-related illnesses since the beginning of the epidemic more than 40 years ago. Almost 38 million people are living with HIV, including 1.2 million in the U.S.

President Joe Biden is supposed to deliver comments to commemorate World AIDS Day. His administration recently declared that it will host the Global Fund to Fight AIDS replenishment conference next year. The United States has contributed roughly $17 billion to the fund, approximately one-third of all donor contributions.

Meanwhile, ​White House press secretary Jen Psaki announced Wednesday that racism and sexism are the sources of the negative criticisms of Vice President Kamala Harris. She ​claimed that President Biden's lack of news conferences is an issue for the media rather than the American public.

Throughout a live-streamed event hosted by Politico's Women Rule Exchange, Politico Senior Editor Anita Kumar asked Psaki if she thought Harris was getting more criticism because she is the first woman and first woman of color to serve as Vice President.

"Yes," Psaki answered, before continuing: "Criticism from the outside, absolutely.

"I do think that it has been easier, and harsher, from some in the right-wing who have gone after her because she is the first woman, the first woman of color," the press secretary continued. "I'm not suggesting anyone will acknowledge that publicly, but I think there's no question that the type of attacks — the attacks on her that certainly, being the first she is many times over, is part of that."
