According to the press, during the pandemic and after shortening its staff by 60%, almost bankrupt 9/11 Memorial and Museum suddenly decided to give $1,000 bonuses to each of its 12 highest-paid executives.

The complex was built to commemorate the 9/11 tragedy and to honor the 2,958 people who were killed during the attacks. The memorial is currently struggling to recover from all the financial losses caused by the pandemic.

In accordance with the statement of spokeswoman, Lee Cochran, the discussed bonuses were, reportedly, funded by some anonymous donor for that purpose specifically:

“The donation was intended to recognize the exceptional dedication of a very hard-working staff.”

12 top-paid employees, who each earned $187,000 to $347,000 in 2020, received the $1,000 bonus as well. Another 155 employees, got unspecified bonuses ‘based on duration of employment,’ as reported by Cochran, who also said that she does not intend to disclose the exact amounts spent on those bonuses. Lee just noted: “Everyone got something.”

As stated by the retired FDNY Deputy Chief Jim Riches, whose firefighter son, Jimmy Riches, was killed on 9/11 about the organization:

“This is a cash cow for the executives running the museum. Their salaries are exorbitant. It was built to honor the victims and tell the story of 9/11. They’re making money off the blood of my son. It’s a disgrace.”

When the museum was closed, the sale of tickets and tours decreased from $74.7 million in 2019 to $11.2 million in 2020. After reopening, the sum rose to $18.9 million in 2021, according to Lee Cochran. That loss of that revenue, which used to cover 91% of expenses, was disastrous.

The memorial complex is now pleading for the money of taxpayers by lobbying for a bill sponsored by upstate Representative John Katko, which requires the US Department of Homeland Security to give them a one-time grant of $5 million to $10 million for operations, maintenance and security.

Lee Cochran claims that the memorial, which is patrolled by both the NYPD and Port Authority Police, additionally spends approximately $700,000 a month on private security.

Last month, Debra Burlingame, whose brother, Charles Burlingame, was a pilot of the hijacked American Airlines Flight 77 that crashed into the Pentagon, testified before a Congressional subcommittee, saying that the extra security is important in order to hinder potential terrorist attacks. The woman spoke of the 2017 Halloween attack by a man, who murdered 8 people by driving a pickup truck down a bike path along the Hudson River near Ground Zero:

“Our site is a place of great interest to people who would do us harm.” Currently, Riches’ 9/11 family group is demanding from Congress to reject the bid. According to the group’s press release:

“Does the memorial and museum actually need $10 million to fund the private security guards, or does it need the money to offset its out-of-control salaries and expenses? Yet again, the 9/11 Memorial Museum is asking federal taxpayers to prop up their bloated and unsustainable budget.”

The complex’s expenses for 2020 reached $84.8 million, with $22.1 million going for employee salaries and benefits. The memorial closed the year with a $47 million deficit, yet $29.2 million of that was the devaluation of the building and equipment, according to officials. The cash loss was estimated at $17.9 million.

The situation could have been even worse, however, 139 made donations of $5,000 and more. The ‘emergency fundraising campaign’ has collected about $45 million so far.

Moreover, in the spring of 2020, the memorial and museum received a $4.6 million loan from the federal Paycheck Protection Program. Cochran claims that these funds lasted through June. The layoffs and furloughs were executed on the 1st of July. Last year the loan was forgiven.

Notably, there currently are 188 people on staff, in comparison to 340 employees in pre-pandemic times.
