Joining the military is not a 'civil right'. Fat people can't join. Older people cannot join. Pregnant women and single parents cannot join. People on drugs or criminals cannot join. Pre-existing conditions cannot join (which this may be).
The problem here is that a couple thousand people already in the military opted to have the operation, with 6,000 more considering it in the future. If they were 'promised' protection from being booted out, that may be a different story. Maybe they should grandfather those already in, or buy them out? They don't need to add new recruits.
