The Ministry of Foreign Affairs of Ukraine showcased a preview of their innovative AI spokeswoman on their official YouTube channel. In her inaugural announcement, Victoria Shi, the digital envoy, stated, "My name symbolizes our main goal – the victory of Ukraine, and my last name – the artificial intelligence that created me. My work will consist of reporting operational and verified information of the consular department of the MFA of Ukraine to the public."

Donning a dark suit, Victoria Shi, described as a "digital person", made her debut in a presentation shared on social media. The digital figure is designed to mimic human gestures and head movements for a more realistic interaction.
Officials from the Ukrainian Foreign Ministry revealed that the decision to employ an AI representative was driven by the desire to conserve time and resources. To ensure authenticity and prevent counterfeiting of statements, the Foreign Ministry office of Ukraine announced that a QR code linking to the original statements will be incorporated in every video featuring the AI spokeswoman.
